Registration of a Health Premises (Skin Penetration, Beauty, Hairdressing and Barbers) Application Form


The Public Health Act 2010 (the Act) defines a skin penetration procedure as:
Any procedure (whether medical or not) that involves skin penetration (such as acupuncture, tattooing, ear piercing or hair removal or the penetration of a mucous membrane), and includes any procedure declared by the regulations to be a skin penetration procedure.

These procedures can include:
  • tattooing
  • manicures and pedicures
  • cosmetic tattooing
  • waxing
  • piercing
  • microdermabrasion
  • colonic lavage
  • and any other procedure that involves penetration of the skin.

Hairdressing and other body decorating and grooming practices which do not deliberately pierce the skin are regulated by local councils under the Local Government Act 1993 and associated legislation. These premises must also be registered with Council.

Approval from Council may also be required for any of the following reasons:
  • Starting a new business
  • Carrying out construction works or modifications in an existing premises
  • Fitting out a new premises
  • Operating a mobile or home business
